ok they are saying graph y = log4^x

ok
x = log4y
y = 4^x

how do you graph this?

If only it could be understood what you mean.

y = log(4^x) = x*log(4) ==> Just a line through the Origin

y = [log(4)]^x ==> Just a simple exponential. Pick three points and plot them.
