\frac{1}{a^{-1/2}} = a^{1/2}
or
\frac{a^{1/2}}{a^{-1/2}}\cdot \frac{a^{1/2}}{a^{1/2}}= ???
I'm not sure why you want to factor.

for simplicity let [1+16t^2]=a
this is not neccessary but might help.
factor [1+16t^2]^1/2
factor a^1/2
multiply by 1=a^1/2 a^(-1/2)
a^1/2{a^1/2 a^(-1/2)}
a^(1/2+1/2) a^(-1/2)
a a^(-1/2) answer
