this is my ques:
Why is it that when we solve an equation having both the neumerator &
denominator each a quadratic expression we need to find the partial
fractions compulsorily....if not could we do otherwise?

yes like The one that was given:
[7x^2-x+5]/[6x^2+8x-2]
or
[2x-6]/[8x^3+9x^2+2x-9]

Those are NOT equations; equations have an equal sign.

Plus the question in your initial post is unclear: WHAT are you asking?
Please use proper English.

If both these be equal to...0----------------------1st case
If both these be >1--------------------------------2nd case
both cases are seperate problems
