I'm having trouble with this one!!
Use the digits 1,2,3, and 4 and one negative sign to write a number in scientific notation that is close to 0.001

I assume the '10' part is excluded?

Reasonably close (but not necessarily the closest) to 0.001:

1.24 x 10^(-3) = 0.00124
