h(x) = 19 is an example of a constant function. No matter what the "input" is, the "output" is always 19.

Let's look at h(4). Substitute 4 for each x in
h(x) = 19
h(4) = 19
When the input is 4, the output is 19.

What about h(-6)? Substitute -6 for each x:
h(x) = 19
h(-6) = 19
When the input is -6, the output is 19.

You can find h(12)......
