As for your problem...
[tex]\left(\frac{a}{b^5}\right)^3[/tex]
First, there is nothing to solve. This is an expression, rather than an equation. I guess you want it simplified.
You need to apply one of the rules or possibly two, depending on the instructions.
[tex]\left(\frac{a^x}{b^y}\right)^z = \frac{a^{xz}}{b^{yz}}[/tex]
[tex]\frac{1}{a^x}=a^{-x}[/tex]
