That's not the right way to ask your question because 58.8 is not the percent; it's the difference between the old amount and the new amount.
I'm guessing that your exercise says something like the following.
"The price of a coat is marked up from $98.00 to $156.80. Find the mark-up rate as a percent."
You started out correctly by calculating the difference. Now you need to continue the exercise by asking yourself, "What percent do I need to multiply 98 by in order to get 58.8?"
