Explain why the polls that are so frequently qouted during early returns on Election Day on TV coverage are an example of cluster sampling?

I am confused, its my first time in stats, and I am doing examples, and this question i just don't understand.

Please help me understand.

Also, you need to realize that voters at many locations are surveyed to compile those polls on TV.
