Calculating Percentages

I'm not sure if this is the right place for this question but, here's my issue.

So, If I know that a total expense say, payroll expense and payroll tax, will be $2,000,000. And, I know that 30% of the 2 mil ($600,000) is going to be payroll tax, which means that wages will be $1,400,000. How can I calculate this in a different way so that I start off using the wage expense of $1,400,000 and calculate the $600,000 of payroll tax to get the total of $2,000,000? Because if I multiply 1,400,000 by 30% I only get $420,000 which is only a total of $1,820,000?

The total expense is composed of two things payroll expense and payroll tax. If 30% of it is one of the two things, how much is left for the other thing?
