Can someone help me?? Explain to me what sould do? I tried to use the method to find the tangents from a point exterior to the circle and the angle formed by two lines but i don't have any information.

Apparently you are taking "circumscribed to the circle" as meaning "circumscribed by the circle"; I'm not used to the word "to" in this context, so I need to check that you are sure of its meaning. (It could be taken to mean "circumscribed about the circle".)

Also,
  1. in your drawing you don't show angle AMC;
  2. I wouldn't take "the angle of the tangents" as meaning MPQ;
  3. the square you've drawn would be called ABDC, not ABCD, so you should probably relabel it. That will make a big change.
