Real life problem application - how can I solve this mathematically

This is a problem which I don't know how to put in paper properly:

We're filling 33 positions with workers across a full year (12 months).
Each worker will take 1 month off during the year.

We will need to fill the positions with other extra workers. Extra workers also will take 1 month off during the year.

The problem is, how many extra workers do we need to fill these 33 positions (taking into account off-times for all workers)?

The number may contain decimals, but will be rounded-up.

So you have 33 x 12 = 396 months worth of work

But each worker is only working 11 months.

So you will need 396 / 11 =36 workers, ie 3 extra workers
