Round up to the nearest higher integer without decimals (Frequency distribution table)

My problem:

Instead of having a decimal to round up to the next higher integer, you get a whole number. I attempted to search everywhere but didn't accomplish any info other than asking for answers in here. I would like to please take a look at this problem. Thank you.
 
The rule says to round up to the next integer.
For example, the 1st integer above 2.7 is 3, for 9.89 is 10, for -2.3 is -2 and for 13 is 14.
Sure you know what the next integer above 13 is. The same for 3. The 1st integer ABOVE 3 is 4.
For the record, the 1st integer above 3 is not 3. Why? Because 3 is not above 3.
