I am trying to simplify 25^(-3/2)
Would it be 2 sqrt5^3 so -125 and then 1/125?

You are a bit confused. That can never be negative.
\(\displaystyle \L \left( {25} \right)^{\frac{{ - 3}}{2}} = \frac{1}{{\left( {25} \right)^{\frac{3}{2}} }} = \frac{1}{{125}}\)
 
Or ya'll can go this away:

25^(-3/2)
= 25^(1/2)25^(-2) : -2 + 1/2 = -3/2
= sqrt(25) / 25^2
= 5 / 625
= 1 / 125
