Do u mean that this problem is in simplest form, because what I got was.

3 over 1 + 7 over a = 3a over a + 7over a which concludes to equal 3a+7 over a
 
You stated this was Polynomial Division which gave me the impression you'd be dividing something into a polynomial.

If you could, please write out the directions to the question. If it was to turn a polynomial into a rational equation then your answer is correct. Simplifying, however, is a very general term and can be interpreted in more than one way.
