I tried to answer these three questions but I can not get the negative exponent stuff.

(-2x^2y^-3)^-2 my answer is 2x^4y^6

(-2a^3x^-3)^-3 my answer is -8a^9x^9

(2xy^-2/x^-2y)^-1 I did not come up with a answer for this please help ne
 
so what is the chapter called in your book that you are doing?? then i can help you a little bit more

The subject is called exponents and polynomials

It means 2(x^2)
 
(a^b)^c = a^(b*c)
It works the same, negative or positive. I'll split it up {} each term.

({-2}{x^2}{y^-3})^-2 =
{(-2^1)^-2}*{(x^2)^-2}*{(y^-3)^-2} =
{-2^(1*-2)}*{x^(2*-2)}*{y^(-3*-2)} =
{-2^-2}*{x^-4}*{y^6} = (if you want)
y^6/(2^2*x^4)
You change the sign of the exponent when you move it across the /

Try again as
({-2}{a^3}{x^-3})^-3 and

({2^1}{x^1}{y^-2}*{x^2}{y^-1})^-1
