interpret meaning of conclusion, etc.

Ok, so I have started using a friends stats book because the textbook my teacher is requiring us to use is unbelievably old. Here's a problem I've been having trouble with:

An educational testing service wanted to compare the mean IQ of university students in a certain geographic region with that of the rest of the nation. The null hypothesis is given as follows:

Ho: The mean IQ of the region is less than or equal to the mean for the rest of the nation.

After carrying out the statistical analysis, the following conclusion is reached: At the 5 % level of significance, the mean IQ of the region is higher. Interpret the meaning of the conclusion and the stated level of significance.

Here's what I have:

Ho: The mean IQ of the region is less than or equal to the mean for the rest of the nation. It is a type II error.
