A famous quote: '...lies, damned lies, and statistics.'

"There are lies, damned lies and then there's statistics."

I'm not sure if this quote is supposed to be a joke or what. Anyways, I have 3 questions about it:

A.To whom is this quote attributed?
B. Who attributed the quote to that person?
C. Explain what the quote means?

Mark Twain is attributed to that 'sayin'.

Many are credited with the saying. I don't know if the true author is known. But then, I guess that's the point of the original poster's assignment: to research the saying and attempt to determine the known and supposed history.
