When you are doing division of integers and the problem is written like a fraction how do you figure the problem if the negative sign is next to the fraction bar rather than next to the variable itself?

These are all the same.

\(\displaystyle \L\,-(\frac{a}{b})\)

\(\displaystyle \L\,\frac{(-a)}{b}\)

\(\displaystyle \L\,\frac{a}{(-b)}\)
