Would I use the binomial probability for this example?

A recent study of traffic on I94 indicates that 65% of all vehicles pass through "spaghetti junction" at a speed that exceeds the posted limit by at least 10 miles per hour. This is based on observations of 100,000 vehicles that passed through the area on a typical 24 hour day.

If the police issue speeding tickets to only 0.0025% of all offenders who exceed the speed limit on interstate highway, how many tickets are likely to be issued to speeders in spaghetti junction during 2007?
