solving formulas

I'm having trouble grasping the solutions for formulas like the volume of a cylinder
 
Small wonder, since that makes absolutely no sense. What is it you are trying to "solve"?

Generally, just memorize the formula and use it when it is appropriate. What else is there to grasp?
 
If you have 60 feet of lumber and the length of a bookcase is 3 times the height what's the length and height of the bookcase. Need to put it in equation form.

You need more information. How many shelves in each case? Is there any waste? Are the cases open-backed, or does some of the lumber get used to enclose them? Etc.
