how was this percentage calculated?

i am given two data set regarding female unemployment for '90 and '97, from 46 countries. i was asked to graph and found that both data sets are skewed right. i was then asked about what can be said about the level of unempl. among women for the years in between 90 and 97.

the answer is as follows: "approx. 50% of the countries surveyed reported an unemployment rate for women of approx. 7.95% or less."

the median is close for both sets of data also i did a quartile or percentage on both plots i saw approximately the the first and third quartile are the same. (or close) The median is 7.95 and 8.8. Hmmmmmm.

how was that calculated?

do i need to supply the data for you, or can you just tell me what to do?

median=measure of center; best, most accurate measure for data that's skewed.

so would i just see which median is higher and there's my answer?!
 
Try this definition: 50% on this side and 50% on that side.
