Let y=b=mx> define a linear function with slope 4 that passes through the point (-1,1). Find b and m

I suppose you mean y = mx + b rather than y = b = mx as the coordinate (-1,1) does not satisfy that equation if the slope is 4.

Anyway, you have the coordinate (-1,1) - i.e. an x and y coordinate; you have the value of m ... What is there left to solve for?

A linear function involving "m" and "b" would be

y = mx + b

Do you realize that "m" is the slope?

You're given the slope, and a point on the line. You can substitute the slope for "m", and the coordinates of the given point for x and y. With that information, you can find the value of "b" and complete the equation.
