Difference in statistics

I have a problem with something said to my reply on a message board and I would really like to understand.

One person said (I am changing a some things to cover the real convo):

Eagles make up 2% of the population, but make up over 6% of the Ice Cream Eating population.

Then I said:

Wow a 4% difference... that's hardly significant enough to get worked up about about

Reply:

I am no mathematician, but it seems to me that the difference between 2% and 6% is a 300% difference (or three times more), no?

SO who is right?
