The mean voter turnout rate for the 2000 presidential election, calculated from the separate voter turnout rates from the 50 states and the District of Columbia is 49%. The standard deviation is 3%. The distribution of state-level voter turnout rates is approximately normal.

a) What proportion of states had voter turnout rates lower than 45%?
b) What proportion of states had voter turnout rates between 46% and 52%?
