problem about license plates (combination)

Hello guys, I need help with this problem:

A Texas license plate has four numbers and three letters. How many different plate numbers can be made? (Letters I and O should not be used since they can be mistaken for one and zero).

This is what I did so far:

10*10*10*10*24*24*24 = 138,240,000

10*9*8*7*24*23*22 = 61,205,760

So the question is, how do I know if this question is asking to find the number of plates with or without repetition? It only says "How many different plate numbers can be made?" Does this mean without repetition??

Those of us who have either written for or edited such test questions have adopted the rule that if a question author does not say explicitly "without repetition " then it is allowed.
In this case assume "repetition" is allowed.
 
yeah, the question doesn't state if the numbers or letters can repeat. Thanks for your help :D
