How to quantify consistency (even distribution) of a binary pattern?

What process is used to determine consistency of a pattern, or evenness of distribution?

For example, if this is a perfect distribution of these colored balls (3 red, 8 blue)...
blue, blue, red, blue, blue, red, blue, blue, red, blue, blue

is there a method to quantify the lack of consistency of the following patterns?...
blue, blue, blue, red, blue, red, blue, blue, blue, red, blue
red, blue, blue, red, blue, blue, red, blue, blue, blue, blue

I will have to apply the method to larger binary groups and with varying "mixtures" quantities (like 9 red, 13 blue).
