I am really having a hard time figuring out what the unknowns are with this problem. can someone please help me out??

Suppose five daily newspapers are published in a certain country, each paper covering some of the 9 regions of the country as shown:

Newspaper #
A
B
C
D
E

Region Covered
A 1,2,3
B 2,3,6
C 4,5,6
D 5,7,8
E 6,8,9

Cost of Advertisement
A3
B4
C3
D7
E5

Benefit of Advertisement
A 12
B 10
C 14
D 19
E 16

Find which of the five newspapers to advertise in, so that the cost to advertise is minimized and all 9 regions of the country have been reached.

For this particular problem, everything but the regions covered and the newspapers are immaterial. The solution is available by looking at the regions covered. For example what newspaper do you have to have to cover region 9? How about region 7? and so forth.
