Scatterplot correlation help

Please could I have opinions on this scatterplot?



I'm learning about scatterplots but I'm having difficulty working this one out; I would say it has no correlation, yet I suspect a weak positive too - as you can see I'm a beginner :?

Well, it looks to me as if that line through the center is meant to be the linear regression line, or the "line of best fit." Can you confirm if that's the case? If it is, then what does it mean about the data set that the regression line is a perfectly flat, horizontal line?
