I could not find Gauss-Vanzell theorem in the internet!

Is this same as the Gauss's divergence theorem (or Ostrogradsky's theorem - as known in Russia)?

Just I try to find some people, who ready discuss my construction and somebody may be find mistake in my version of regular nonagon inscribed in a circle. Because, a regular nonagon inscribed in a circle without approximation is impossible, if we believe Gauss–Wantzel theorem.
If you think that I have no right public my question on this forum - You can delete my theme.
