I need help with this one.

What is 270% of 250. Then the problem asks me to draw a diagram of the problem.
 
You'll have to provide and example of a diagram for this purpose.

100% of 250 is 250 = 250 * 100% = 250 * 1
200% of 250 is 500 = 250 * 200% = 250 * 2
300% of 250 is 750 = 250 * 300% = 250 * 3

If nothing else, get an idea of the magnitude. Maybe your diagram could show something like that.
 
What is 270% of 250.
Given a specific percent (270%) and some quantity (250), an easy way to calculate that percentage of the quantity is to multiply the quantity by either the decimal form or the rational form of the percent.

Do you know how to write the rational and decimal forms of 270% ?


EG: Find 165% of 400

(1.65)(400) = 660

or

(165/100)(400) = (165)(4) = 660

I can't speak to whatever your book means by "a diagram" but, to learn how to set up and solve "percent of" word problems, try here. ;)
 
I'm not sure what they mean by diagram, but to get percentages in decimal form, you just divide the percentage value by 100 (move the decimal point back 2 places).

For example:

22% -> 22/100 = .22
65% -> 65/100 = .65
2% -> 2/100 = .02

So to get a percentage of a quantity (which is 250 in this case), you multiply that quantity by that decimal version of the percentage.

To get the decimal version of 270%, divide 270 by 100:

270/100 = 2.7 (the decimal point was just moved back 2 places)

So 270% of 250 is just the quantity (250) times the percentage (2.7):

250 * 2.7 = 675
