% Variance in a Population

I'm trying to figure out the percent variance within a population of scores. What's throwing me off is the regulation I'm trying to follow in determining that variance. Here is what the reg says: "Resolve variances of more than 20% between raw scores. Example: 5 point scale used for scoring requires the resolution of variances of more than 1 point."

To me that indicates that I need to take the difference between the minimum and maximum scores of the population and divide that by the # of points possible. So if I have scores of 1, 1, 3, 4, and 5 (on a scale of 1-5), the percent variance would be (5-1)/5 or 80%.

Am I calculating that correctly?
