There are three working light bulbs in one room. The switches to these bulbs are in another sealed room. The switches are clearly labelled on/off and work as correctly. Initially they are all in the off position.

You get to move the switches as often as you like. You can go into the room with the bulbs one time and then you need to say which switch works for which light bulb.

How can this be done?

This is an old microsoft_question.

It is rumored that fresh graduates - applying to MS for job - are asked this question at the job interview.

...but what happens if the resulting "hot bulb" trick
doesn't work due to the bulb being burned out?

You could do this with 4 bulbs: repeat the 3 bulbs trick,
then tie a loooonnnnnng string to the 4th switch, long
enough to reach the lights room...AHEM!
But your comment above is contradicting your own solution. I don't think that the bulb is burnt out (you are)
