two tailed tests & rejection regions

for a question, t = -3.21 and the rejection region is t>1.972 or t<-1.972 and the answer says we do not reject it and there is enough evidence to infer that it's true, but -3.21 is not > 1.972, so why do we not reject it? Is there ever any case where we don't reject it because it seems a # can never pass a two tailed test rejection region?
 
It could be useful to know what it is you aretalking about. What are your hypotheses?
