how do I calculate the origin of a circle along a horizontal plane where the circle contacts an arc.... see this picture - if I know the (x,y) of points 1, 2 & 3 and I know the (x,y) of any point along the arc and I know the diameter of the circle is it possible to calculate the (x,y) of the circles origin? - Thank you.

No, it is not. The center of the circle can be any point on the "point 1 to point 2" line with the radius of the circle increasing the farther you get from point 2.

Thank you for the reply. What if the circle was a fixed diameter?
