Could anyone please tell me step by step how to go about solving this problem without a calculator?

The scale on a map shows that inches represents 280 miles. If two cites are inches apart on the map, what is the distance between them?

How many inches apart? Looks like you forgot to include that information.
let I = number of inches between cities.

I*280 = distance between

The scale on a map shows that 1 3/4 inches represents 280 miles. If two cites are 2 1/2 inches apart on the map, what is the distance between them?
 
Set up your proportion and solve for x:

\(\displaystyle \L\\\frac{280}{\frac{7}{4}}=\frac{x}{\frac{5}{2}}\)

\(\displaystyle \L\\160=\frac{2x}{5}\)
