Typically, the slope-intercept form of a line is written as y = mx+b, where m is the slope and b is the y-intercept. The fact that you are simply given m (the slope) and b (the y-intercept) causes me to wonder if we are looking at the right question.
 
Start at the y-intercept, which we know to be (0,-2). We also know the slope, so use that to find another point, (1,2) <== Over +1 and Up +4. that's all you need for a line, just two points.
