No; ten is not equal to 10^2. Also, +2 is not negative.

Count how many places you have moved the decimal place. Moving to the right is a minus exponent, moving to the left is a plus exponent. Then use the hint from Denis: a^(-p) = 1 / a^p
Examples
0.123 = 123 10-3 = 123 / 103, that is move the decimal point 3 times to the right

123.0 = 1.23 102, that is move the decimal point 2 times to the left
