A union leader is told that, when all workers’ salaries are considered, the first quartile is $20,750. Explain what that means.

Is this what they want to know:
Quartiles are another measure of position. Quartiles divide data into four equal parts: The first quartile is the value that is higher than about 1/4 or 25% of the population. It is the same as the 25th percentile.
