Speed and math

Hi guys!
I'm struggling a problem which I can't find for it a solution and why is that correct.
lets assume I have circle (doesn't matter what its radios) if I have two cars, one car speed 3km/sec , second one is 1.5km/sec
if the two cars starts at the same point on the circle, will they collide/meet each other while traveling on the circle? if so, how is that?
I know the first car its speed more than the second one, but it might be a constant distance between first and second car .. so they will never meet ..

any help?

what does it mean speed is grater than the other speed?

If the distance is initially 0 and remains constant, how does it work with speeds being different?
