Angle of wind required to spin a sphere at a certain speed

Imagine an evenly dense spherical object with gaps in them that the wind can pass through. At what angle is the wind blowing on the surface to make the sphere spin at a certain speed?

The speed of the spin is equal to the average force exerted in that direction across the whole sphere. The force gets higher the closer the wind is to the center as the angle of it becomes exponentially less straight and more in line with the direction of the spin. I am not looking for an answer to a specific question but a formula for how to calculate problems like these.
