Is 0/02 = 0/2.......... and then 0/2 = 0 ?

Have you studied limits?

Is 0/0004 supposed to represent [imath]\dfrac{0}{4}[/imath]?

I suspect you meant 1- 0.1+0.02-0.003+0.0004+... .

If so, try using the standard trick for solving geometric series.
