L has a y-intercept of (0,2) and is perpendicular to the line with the equation 2x - 3y = 6. Show work.

I am not sure how to go about this.
 
Solve the given line equation for y. Take a look at the coefficient of x; that's the slope. Next, take the negative reciprocal of that.

Using y=mx+b, you now have m. b is the y-intercept, which you are given.
