Please help with negative algebra questions

I’ve spent all weekend trying to figure out these two questions. I’ve looked at rationalising surds, negative exponents and equations. I still can’t work these out. Can someone please provide a breakdown of how these should be done.

In the first problem, in the denominator,

Is it:

\(\displaystyle \left( x^{-3}\right) * \frac{2}{3} \)

or

\(\displaystyle \left( x^{-3}\right) ^{ \frac{2}{3}} \)
