I assume you mean ...
2x + 3y = 1
5x + 3y = 16
change the sign of every term in the first equation and combine the two equations term for term ...
-2x - 3y = -1
5x + 3y = 16

3x = 15
note that the y-terms are eliminated because their sum is zero (hence, the name for the process of elimination)
