Rejecting Null Hypothesis without Population Size?

Here is my problem:

I know that one variable, x1 has an estimated coefficient of 3 and a standard error of 0.9. I have to write out the equation for and then solve to find out whether or not to reject the null hypothesis that the coefficient is 0 and then calculate the value of the test statistic. Then I have to figure out if I can reject the null hypothesis at the 5% level of significance with a threshold value of the test at 5% significance = 1.96

I know how to calculate the z score as -
Z = (mean - h1)/(.5/[sqrt N])

Is that right? But I can't do this without the population size N and I don't know where to get it with the information provided.
