2-periodic piecewise function

hi, a 2-periodic function is given by:

Now its asking me to graph it from -3 to 3, and to find f(21). I thought it was defined only between -1 and 1? Why would i graph it from -3 to 3?
How am i going to find f(21) given the function is only defined at these points?

It could have been stated better, but they have first defined it over [-1,1], and then told you how to extend it to all real numbers by its periodicity. For example, f(3) = f(1+2) = f(1) = 0.
