My interpretation:

Only the "blacks" are getting hit by police bullets...

My interpretation:

Only the "blacks" are getting hit by police bullets...

But that comic represents a false narrative, as there are more white people shot by police
than there are black people in the U.S. And, considering how the black population is
about 12% to 13% of the U.S. population (as compared to the much larger percent for whites),
the comic is even more absurd as the total area of the black rings is significantly greater
than the total area of the white rings.

One can tell that it's not a rebus because a rebus (or whatever we're calling those variant puzzles) would include a statement or template that indicates the number of words in the solution.
