There are a total of 1,000,000 users that use the app on average 15 times a day.
The average windows user user logs in 9 ties per month; the average Android user logs in 19 times per month.


Calculate the proportion of users who access the app with a windows phone.

If you haven't started yet, one way to start (of many) would be to define a variable x representing the number of users who use the Windows phone. Then find the weighted average number of logins per month (or is it per day??) over all users, and set that equal to 15.
