Calculating Percentage

I have a question. how do I calculate "15% of First 25% of Profit Over Budget"? Let's say Budget is $25,000 and profit is $27,000. Thanks in advance

my interpretation given the fact I’m not a business/financial type ...

amount of profit over budget is $2000

25% of $2000 is $500 (don’t know if the descriptor “first” 25% makes any difference)

finally, take 15% of $500
