Here is my reasoning;

3/4 % as decimal= 0.0075
0.0075 x 1cm = 0.0075 cm

0.0075 cm is not equal to 0.75 cm, therefore is false. Is this correct?

Yes, you are correct. And the way you've said it is perfectly understandable. (If I were to quibble about grammar, it would be that you should say, "... therefore the statement is false". As written, you are accidentally saying that 0.0075 cm is false. But this is a math site, not a grammar site.)

Another way to explain it is to point out that, in fact, 0.75 cm is 3/4 of a centimeter, and 3/4 is not the same as 3/4%. They are demonstrating a common error.
